When did this start?  I upgraded to Ubuntu 18.04 and now Synergy doesn't run.

Try going to the Edit menu -> Settings and uncheck "Use SSL encryption", click OK before re-enabling it again.

That seems to force Synergy into regenerating SSL certs whenever they go strangely go missing.

You can also delete the malfunctioning client from the server config, then re-add it. However, toggling the SSL encryption sounds much easier, I'll try that next time (and there will be a next time). Thanks for the tip!

@Andrew Lau is correct. This is the proper way to solve the issue of a lack of an SSL certificate.

If I were to take a stab at why the SSL certs can sometimes go missing, I would guess that because SSL certificates have expiration dates, Synergy is programmed to delete these certificates but not regenerate it. It might also just be a bug in the certificate creation/re-creation process, since a lot of people are experiencing this issue on initial startup of Synergy. That's just my guess based on looking at the symptoms of people who are experiencing this issue. Thanks for your help, @Andrew Lau!
